The application

An application for an AME licence, or for a change to one, is made on CA Form 19 through eGCA with the necessary documents and fees. Each application must be supported by documents showing the theoretical knowledge, practical training and experience requirements are met.

How DGCA processes it

APM Chapter 17 describes the procedure: the eGCA application is checked for completeness, documents, fee and experience; DGCA verifies examination status and any credits, and evidence of type training and skill demonstration where required; anomalies are raised as shortfalls; and when satisfied DGCA issues the licence. For a Category A licence, the applicant needs to meet only the knowledge and experience standards.

Other licence services on eGCA, and type ratings

APM Chapter 17 lists the eGCA services for CAR-66 licences: issuance, change in category or sub-category (extension), duplicate, amendment, renewal, endorsement of an additional aircraft type rating, and removal of a limitation.

For the first aircraft type rating within a category or sub-category, CAR-66 66.A.45(c) requires satisfactory completion of on-the-job training (OJT) as described in Appendix III to CAR-66; AAC 4 of 2017 (Rev 2) explains how approved maintenance organisations provide and record that OJT.

Validity and renewal

CAR-66 66.A.40 says the licence becomes invalid after five or ten years (under the revised Rule 61) from its last issue or renewal unless the holder submits it to DGCA for verification, using CA Form 19-03 through eGCA. Certification privileges become invalid as soon as the licence is invalid.

An expired licence can be renewed for up to four years after expiry, with certified evidence of six months’ relevant experience in the preceding 24 months; licences expired for more than four years are not renewed.
