What CAR-147 (Basic) is
CAR-147 (Basic) sets the requirements for organisations seeking DGCA approval to conduct basic maintenance training as specified in CAR-66, in accordance with Rule 133B of the Aircraft Rules, 1937. The edition listed by DGCA is Issue 1 dated 27 December 2017, with no revisions.
DGCA’s procedure for approving such organisations is described in APM Chapter 3G and AAC 2 of 2018.

What an approved course contains
An approved basic training course consists of basic knowledge training, a knowledge examination, practical training and a practical assessment. The knowledge training covers the CAR-66 subject matter for the category or sub-category.

Examinations are still DGCA’s
CAR-147 (Basic) requires basic knowledge examinations to follow the CAR-66 standard, to be taken without training notes, and to be conducted by DGCA.

Minimum course duration
Appendix I to CAR-147 (Basic) sets minimum course hours — for example 800 hours for A1, A3 and A4, 650 for A2, 2,400 for B1.1, B1.3, B1.4 and B2, 2,000 for B1.2 and 1,000 for B3 — with a theory ratio of 30–35% for category A and 50–60% for the B categories.

How organisations are approved
AAC 2 of 2018 (Rev 1) describes a five-phase approval process — pre-application, formal application, documentation evaluation, inspection and demonstration, and certification — which it says normally takes three to six months depending on the applicant’s preparedness.
AAC 1 of 2021 (Rev 1) allows existing CAR-147 (Basic) organisations to deliver some theory through synchronous (real-time) distance learning, limited to theoretical knowledge modules at Levels 1 and 2 with no practical elements, as per their scope of approval.

Why it matters for your licence
Completing basic training at a rule 133B approved organisation reduces the practical experience CAR-66 66.A.30 requires — for example to one year for category A, B1.2, B1.4 and B3, and to two years for B1.1, B1.3 and B2.
